2010 PSA Competition

Voting begins on May 3rd 2010. Be sure to watch and vote!


The Utah Child Protection Registry is launching its Second Annual PSA Competition to continue the awareness efforts for Utah's Do-Not-Contact program. We cordially invite 9-12 grade students to showcase their talent by submitting a public service announcement for the 2010 PSA Competition. The winning submission will be used as part of the outreach and education initiatives to raise awareness for the Utah Child Protection Registry.

Utah Child Protection Registry — Utah's own Do-Not-Contact List

The State of Utah's own do-not-contact list was created by the Utah State Legislature in 2004 as part of the Utah Child Protection Registry statute. It is a free, state administered program that allows Utah's families to protect their households from adult-oriented messages that are sent to e-mail addresses, mobile phone numbers (SMS), instant messenger IDs, and fax numbers. Families can sign up their addresses at donotcontact.utah.gov


Note: The Utah Child Protection Registry DOES NOT protect familes from solicitations sent through the postal services, landlines, pop ups, etc. Please find more information at donotcontact.utah.gov/questions.

The Goal: Raising Awareness

Utah established the Child Protection Registry to give Utah communities and families the choice to restrict what enters their home through certain electronic mediums. The goal of the PSA Competition is to educate Utahns and raise awareness for the program.


Here are some questions that students designing a PSA should think about: How do you best get the attention of Utah residents who would want to register their family addresses? How do you communicate the benefits of registering at DoNotContact.Utah.gov? How do you communicate the danger posed by adult-oriented messages being sent to Utah's families?


If chosen, your PSA will broadcast a message statewide that will educate Utahns about the choices they have to protect their homes, families, and values.

Why A PSA Competition:

  • To promote awareness and understanding of the issues that influenced the adoption of the Registry.
  • To complement existing efforts by creating a communication tool that strengthens statewide efforts.
  • Offer students the opportunity to use their talent to highlight a state-run program.

Guidelines and Eligibility

This contest is open to students in the grade levels of 9-12. While PSA spots need not address every aspect of the Registry, PSA entries should consider reflecting the following:

  • Create a message that will drive Utah families to the program's website, donotcontact.utah.gov.
  • Create a clear message that the Registry ONLY allows residents to sign up e-mail addresses, mobile phone numbers (text messages), instant messenger IDs, and fax numbers.
  • Educate families on eligibility of who can use the state program.
  • The risks posed by adult-oriented messages and the goals of the Utah Legislature in providing this service.
  • Various types of advertisements the Registry prevents families from receiving, i.e. messages such as pornography, tobacco, alcohol, gambling, etc.

No copyrighted material may be used in competition submissions without written approval of the lawful owner of the material. Entrants certify that all materials used are their own.

Formats

Each PSA submission must be 25 seconds in length. Video must be broadcast quality. High definition submissions are preferred, but standard definition submissions will be accepted.

Submissions

We request that submissions be submitted through the competition page at donotcontact.utah.gov Students are encouraged but not required to attach a short paragraph expressing their thoughts on what their message represents. All submission must be received no later than April 30, 2010.

Number of Entries

More than one PSA may be submitted per school, individual or group. Each group must designate a single point of contact during submission. This contact may be a teacher overseeing the student or group or an individual student within the group.

The Selection Process / Winning Submission

All submissions must meet standards and guidelines


Your design will be judged based on following:

  1. Focus: The strength and clarity of your PSA's message.
  2. Originality: A creative and compelling presentation that brands the message.
  3. Understanding: A presentation that promotes universal understanding of what the Utah Child Protection Registry list is.

The submissions will be judged by a week of online public voting. After the public voting sessions, the votes will be tallied, then finalists will be selected. The winning PSA will be chosen by a panel of judges. The finalists will be screened based on the aforementioned criteria after which a winner will be selected. Prizes for the winning student(s) submissions are as followes:


The winning PSA will premier on KUTV Channel 2 and highlighted on the Registry's website. The winning student(s) will be awarded a scholarship from the Miss Utah Organization.

Rights and Ownership

Submitters grant to KUTV Channel 2, the State of Utah, and Unspam Registry Services, Inc. a perpetual, royalty free, non-exclusive, transferable license to publish and otherwise use the submitted work in any way. Release forms must be obtained from any individuals and their parents, if the individual is under the age of 18, whose likeness appears in the submitted videos.


IMPORTANT!!!

IF YOU ARE UNDER THE AGE OF 18, YOU MUST HAVE A PARENT OR GUARDIAN SIGN THE RELEASE FORM. ALL ACTORS, STUDENTS IN FRONT AND BEHIND THE CAMERA MUST TURN IN A RELEASE FORM WITH THE NECESSARY SIGNATURES OR YOUR PSA WILL BE DISQUALIFIED.
